What is a GSA Offer

A GSA Offer is synonymous with the term GSA Proposal.  When a firm decides to get a GSA contract, it does so by responding to a solicitation issued by the General Services Administration available at fedbizopps (www.fbo.gov).  This solicitation outlines requirements for submitting your offer to GSA. 

Federal Business Opportunities (FBO) moved to beta.SAM.gov starting in November, 2019.  It is now known as Contract Opportunities

A GSA contracting officers then reviews the offer to ensure completeness and evaluates it to determine if you can receive a GSA contract.
