GETTING ON THE GSA SCHEDULE
How to Apply for a GSA Contract: Step-by-Step Offer Process
To apply for a GSA contract, you register in SAM.gov, set up your FAS ID, complete Pathways to Success and the Readiness Assessment, prepare your offer under GSA’s current instructions, submit it in eOffer, and respond to the contracting officer’s questions. Each step below shows what to do and what to watch for.
What are the steps to apply for a GSA contract?
Step 1: Identify the right SINs
Match your offerings to SINs using GSA eLibrary and category pages. Include only SINs you can support. See GSA MAS Schedule Categories, SINs and How to Get Listed.
Step 2: Read the solicitation and offer instructions
The MAS solicitation is 47QSMD20R0001, and the offer instructions are SCP-FSS-001. GSA updates them with refreshes, so download the current versions at the start and confirm them again before you submit.
Step 3: Complete Pathways to Success and the Readiness Assessment
Pathways to Success is GSA’s training for prospective MAS vendors, and it takes roughly two hours. The Readiness Assessment helps GSA and you confirm whether you are prepared. Follow the current instructions on how the results feed into your offer.
Step 4: Build your pricing package
Use GSA’s price proposal templates and the Pricing Terms template. Gather commercial support: price lists, discount practices, and sales records that show how your proposed prices relate to the commercial market. The CSP-1 format is no longer required, but you should be ready if the contracting officer requests price support. See GSA Pricing Disclosures and Price Support.
Step 5: Assemble the rest of the offer
Prepare offering descriptions, past performance or project experience appropriate to your SINs, financial information, representations and certifications, and any SIN-specific documents. Large businesses should review the subcontracting plan requirements in the solicitation.
Step 6: Submit in eOffer
Log in with your FAS ID, upload the required files, and have your authorized negotiator complete the submission. Save confirmations.
Step 7: Respond to clarification requests
GSA may ask for corrections, missing documents, or pricing support. Answer completely and consistently, and keep a record of what you sent.
Step 8: Negotiate and, if awarded, accept
If GSA finds your pricing acceptable and you are responsible, it may make an award. If not, it may negotiate or decline. See what to do next in Post-Award GSA Contract Checklist.
What happens after award?
Expect new duties: accepting modifications, publishing your catalog, reporting sales monthly through the FAS Sales Reporting Portal under TDR, and remitting the 0.75 percent Industrial Funding Fee at least quarterly.
