GETTING ON THE GSA SCHEDULE

NAICS Codes and the GSA MAS: How They Connect to SINs and Size Status

Each GSA Multiple Award Schedule (MAS) Special Item Number (SIN) is associated with one or more North American Industry Classification System (NAICS) codes, and those codes matter mainly for one reason: small business size status. The authoritative SIN-to-NAICS mapping is in the current MAS solicitation and GSA’s SIN descriptions, so use those instead of a list copied from a website.

What role do NAICS codes play in a MAS offer?

  • Size status: SBA size standards are set by NAICS code, so the code tied to your SIN determines whether you are small for that SIN
  • SIN alignment: GSA lists NAICS codes with each SIN, which helps confirm your offering fits
  • SAM.gov profile: the NAICS codes in your SAM.gov registration should be accurate and consistent with what you offer
  • Downstream data: buyers and analysts use NAICS codes in market research, although MAS orders are also described by SIN and Product Service Code

Where do you find the NAICS code for a SIN?

  1. Open the current MAS solicitation on SAM.gov (47QSMD20R0001) and locate the SIN.
  2. Note the NAICS code or codes listed for it.
  3. Check GSA eLibrary and GSA’s SIN pages for the same SIN.
  4. Confirm that the code appears in your SAM.gov registration, and add it if it does not.

Do not rely on lists of “typical NAICS codes by category” from blogs or older web pages. A single SIN may list multiple codes, the same code may appear in several SINs, and codes and size standards are updated over time.

How does size status work with NAICS?

SBA sets a size standard for each NAICS code, based on annual receipts or number of employees. Your company is small or not small for a given code depending on that standard. On a MAS contract, size status is generally determined per SIN using the NAICS code assigned to it, and size can be recertified during the contract in accordance with the solicitation. Because size standards change, verify the current standard with SBA before you make a representation.

For more on certifications and how they interact, see Federal Small Business Certifications.

What if your SAM.gov codes do not match the SIN?

Update SAM.gov so your profile reflects your actual business, including the codes tied to your SINs. An inconsistent profile can cause questions during review. Do not add codes only to appear eligible for something. Your representations must be accurate.

Do you choose a NAICS code or does GSA?

For MAS, the SIN drives the code. You choose SINs based on what you sell, and the associated NAICS codes follow. If you are wondering which code to use as your primary, see What NAICS Code Do I Need for a GSA Schedule?.
