GETTING ON THE GSA SCHEDULE

Steps to Obtain a GSA MAS Contract: A Milestone Roadmap

To obtain a GSA Multiple Award Schedule (MAS) contract, you move through three stages: get ready, get evaluated, and get activated. Each stage has clear milestones. This roadmap shows what each milestone is, what it produces, and where the common stumbles happen. For a detailed walk-through of the offer steps, see How to Apply for a GSA Contract.

Stage 1: Get ready

Milestone 1: Confirm eligibility

You generally need at least two years of corporate experience, financial records for the same period, an active SAM.gov registration, and offerings that fit a MAS SIN. Companies that are debarred or suspended are not eligible. Use the GSA Schedule Readiness Checklist to test yourself.

Milestone 2: Select your SINs

Review the categories and SINs, then choose the ones you can support with evidence. Read the scope language, not just the SIN title. See GSA MAS Schedule Categories, SINs and How to Get Listed.

Milestone 3: Complete GSA’s pre-offer steps

Create your FAS ID with multi-factor authentication, complete Pathways to Success, and finish the Readiness Assessment.

Milestone 4: Organize your pricing support

Pull together commercial price lists, discount practices, and sales records. GSA no longer requires the Commercial Sales Practices (CSP-1) format, but you should be able to support your proposed prices if asked. See GSA Pricing Disclosures and Price Support.

Stage 2: Get evaluated

Milestone 5: Submit the offer

Follow the current offer instructions, SCP-FSS-001, and submit in eOffer. Confirm the instructions again immediately before submission, because refreshes can change them.

Milestone 6: Answer clarification requests

Track every request and response in one place. Consistency across responses matters as much as speed.

Milestone 7: Reach price agreement

GSA evaluates whether your proposed pricing is fair and reasonable, starting with existing government data. If the contracting officer needs more, you may be asked for commercial support or to revise your proposal. Timing varies, and GSA’s Vendor Support Center has said processing can take up to 12 months.

Milestone 8: Receive the award decision

If GSA makes an award, review the award document and the contract terms before you accept anything. Nobody can guarantee an award or the price GSA will accept.

Stage 3: Get activated

Milestone 9: Complete startup tasks

  • Accept any required modifications through eMod
  • Publish your catalog and offerings for GSA Advantage, eLibrary, and eBuy as your SINs require, typically within the time GSA specifies in your award documents
  • Set up monthly TDR reporting in the FAS Sales Reporting Portal
  • Set up quarterly IFF remittance through Pay.gov

See Post-Award GSA Contract Checklist.

Milestone 10: Start marketing

A schedule is a hunting license, not a meal. Build a target list of agencies and primes, monitor eBuy and SAM.gov, and track progress toward the minimum sales criteria. See How to Get Federal Orders After Your GSA Award.

What are the most common stumbles?

  • Choosing SINs from the name instead of the scope
  • Starting an offer before finishing the pre-offer steps
  • Relying on an old checklist that still mentions CSP-1 or quarterly sales reporting
  • Missing the first monthly sales report after award
