MANAGING A GSA CONTRACT
GSA Vendor Support Center (VSC): What It Offers MAS Contractors and Offerors
The GSA Vendor Support Center (VSC) is GSA’s online hub for companies that want to sell through the Multiple Award Schedule (MAS) and for those that already hold a contract. It provides offer instructions and guides, training, notices about refreshes and modifications, and links to the systems you use, including eOffer, eMod, and the FAS Sales Reporting Portal.
What is the VSC?
It is GSA’s official self-service resource for MAS. You will find it at vsc.gsa.gov. Think of it as the reference library and front desk. It explains the rules, points you to the systems, and tells you where to get help. It is not a substitute for your contracting officer, who handles contract-specific decisions.
What can offerors find there?
- The current MAS solicitation and offer instructions, including SCP-FSS-001
- Pathways to Success training, which GSA expects prospective offerors to complete before submitting
- The Readiness Assessment
- Guides on price proposal templates, the Pricing Terms template, and other offer materials
- Contact information and help resources
GSA has said that offers can take up to 12 months to process, and the VSC is where you will find current guidance on status and next steps.
What can contract holders find there?
- Guidance on Transactional Data Reporting (TDR) and the FAS Sales Reporting Portal, including monthly sales reporting and confirming zero-sales months
- Instructions for remitting the Industrial Funding Fee (IFF) through Pay.gov
- The MAS Modification Guide and eMod instructions
- Information on the FAS Catalog Platform for catalog submission
- Refresh announcements and mass modification information
- Training and webinars
Which systems does the VSC connect to?
- eOffer and eMod: to submit offers and modifications
- FAS Sales Reporting Portal: to report sales and manage the fee
- GSA Advantage, eLibrary, and eBuy: for buyer-facing listings and RFQs
- SAM.gov: for registration and opportunities
The old 72A system for quarterly reporting is no longer the reporting method for MAS.
How should you use the VSC?
- Bookmark the current solicitation, offer instructions, and modification guide.
- Sign up for notices, so you hear about refreshes and mass modifications quickly.
- Use training resources to onboard new staff.
- Check dates on any guide you use. GSA revises guidance often.
When guidance and an older article disagree, follow the VSC and your contract.
What does the VSC not do?
The VSC explains compliance and process. It does not build your marketing plan, choose your SINs for you, negotiate your prices, or interpret how a rule applies to your specific facts. For those, you need your own strategy, your contracting officer, or a consultant.

Access and support
-
Is the VSC the same as GSA Advantage?
No. GSA Advantage is the buyer-facing catalog. The VSC is a resource for vendors.
-
Do I need a login to use the VSC?
Most guidance is public. Some systems that you reach from it, such as eMod and the sales reporting portal, require a FAS ID with multi-factor authentication.
-
Who do I contact with a contract question?
Start with your assigned contracting officer, and use VSC help resources for general questions.
-
Does the VSC keep training current?
GSA updates it, but confirm dates. Training and guides can lag behind a new refresh.
