MANAGING A GSA CONTRACT

Managing Your GSA MAS Contract: A Complete Guide to Compliance and Growth

Managing a GSA Multiple Award Schedule (MAS) contract comes down to five routines: report sales monthly, remit the Industrial Funding Fee (IFF) at least quarterly, keep the contract current through modifications, stay compliant with contract clauses, and market actively. This guide gives the map, and linked pages give the detail.

What do you have to do every month?

  • Report sales: under Transactional Data Reporting (TDR), MAS contractors report sales made under the contract through the FAS Sales Reporting Portal. Reports are due within 30 days after the end of each month, and you confirm months with no sales.
  • Reconcile: match reported sales to your invoices or payments, using the reporting basis your contract and GSA’s TDR guidance describe.
  • Watch the calendar: eMod notices, catalog deadlines, and any GSA communications.

What do you have to do every quarter?

Remit the IFF: 0.75 percent of reported sales, paid through Pay.gov at least quarterly, within 30 days after the end of the quarter. Monthly remittance is optional.

The IFF is built into your contract prices, so you collect it from buyers and pass it to GSA. See TDR and the Industrial Funding Fee.

What do you have to keep current?

  • Modifications: use eMod to add or remove offerings, update pricing, and accept mass modifications. Accepting GSA’s mass modifications on time is important.
  • Catalog and offerings: keep information for GSA Advantage, eLibrary, and eBuy accurate. GSA has moved catalog submission to the FAS Catalog Platform (FCP), which replaces older SIP and EDI methods. Publish new or changed offerings within the timeframe your contract states, generally 30 days.
  • Registrations: keep your SAM.gov registration active and your FAS ID access working.

What compliance areas need attention?

  • Price reductions: the TDR version of the price reductions clause, GSAR 552.238-81, covers voluntary or GSA-requested reductions. See GSA Pricing Disclosures and Price Support.
  • Trade Agreements Act (TAA): products must comply. See Trade Agreements Act Compliance.
  • Order acceptance: know your contract’s rules for accepting or declining orders.
  • Records: GSAR 552.238-83 provides for the government to examine contract records for three years after final payment.
  • Minimum sales: the solicitation sets criteria, generally $100,000 in the first five years and $125,000 in each later five-year period.
  • Other laws that apply through clauses, such as labor standards for service contracts and subcontracting reporting for large businesses.

How do you grow revenue?

Compliance keeps the contract alive. Marketing makes it valuable. Target a short list of agencies, monitor eBuy and SAM.gov, and follow up. See How to Succeed with a GSA MAS Contract and How to Get Federal Orders After Your GSA Award.
