What is a GSA Offer

A GSA Offer is synonymous with the term GSA Proposal.  When a firm decides to get a GSA contract, it does so by responding to a solicitation issued by the General Services Administration available at fedbizopps (www.fbo.gov).  This solicitation outlines requirements for submitting your offer to GSA. 

A GSA contracting officers then reviews the offer to ensure tcompleteness and evaluates it to determine if you can receive a GSA contract.
